What’s in the manual
1. Safety and health policy
A signed, dated policy covering what the audit checks, a yearly review, and written responsibilities and accountability for senior management, managers, supervisors, workers, the committee or representative, subcontractors and visitors, including your duties as prime contractor.
2. Hazard assessment, analysis and control
Formal and site-specific hazard assessments, the 5 × 5 risk matrix, critical tasks, controls in order with a person and a date for each, and the assessments the Regulation requires by name.
3. Safe work practices
Twelve starter practices for common construction work: site conduct, ladders, working at heights, tools, lifting, mobile equipment, silica, working alone, heat and cold, WHMIS, temporary power and excavations, each ending with the Manitoba legislation that applies.
4. Safe job procedures
Step-by-step procedures for six critical tasks, from lockout and fall arrest to entering a trench and hoisting, and a table of the written procedures and plans the Regulation requires.
5. Company safety rules
Written company and site rules and a progressive discipline process that is applied the same way every time and never used as a reprisal against a worker for exercising their rights.

The work that needs PPE and how it is chosen, fit, care and use of harnesses, respirators and hearing protection, training and inspection.

An equipment inventory, maintenance to manufacturer and Regulation standards, maintenance records, who may do the work, and tagging defective equipment out of service.
8. Training and communication
Orientation covering every topic the Regulation lists, before work starts, confirming required training, job-specific and supervisor training, competency checks, safety meetings, and the safety talks the Act requires on construction projects.
9. Inspections
What is inspected, how often and by whom, the forms and pre-use checklists used, and correcting and sharing what inspections find.
10. Investigations and reporting
Serious incidents reported to the Workplace Safety and Health Branch immediately, the scene left as it is while the law requires, injury reports to the WCB, near misses, investigations, corrective action and management review.
11. Emergency preparedness
Emergency plans for each site, equipment, training and roles, drills, fire response, and first aid to Part 5 of the Regulation: first aiders by crew size and distance to care, kits and transport.
12. Statistics, records and document control
Document control and records retention, leading and lagging indicators, year-over-year trends shared with the crew, first aid records and audit action plans.
13. Legislation
Written so workers and supervisors can answer the auditor’s interview questions: the law on site, their rights, refusing dangerous work step by step, protection from reprisal, reporting to the branch, and impairment.
14. Procurement and contractor management
Choosing and monitoring contractors and service providers, coordinating several employers on one site as prime contractor, and buying products safely.
15. Manitoba supplement
Everything CSAM’s Manitoba Supplement checks: the workplace safety and health committee or worker safety and health representative, the bulletin board and project sign, hearing conservation, working alone or in isolation, WHMIS, operators of critical equipment, musculoskeletal injuries, the harassment and violence prevention policies, the program review and site housekeeping.
Appendix A. COR cross-reference
Every one of the 86 documentation questions in the CSAM COR audit, what it looks for in plain words, the section that answers it, and whether the auditor will also want your records. The 60 questions on the SECOR audit are marked, and each entry links to its section.

Built around the CSAM COR audit
The manual follows the CSAM COR® & SECOR® Audit Instrument (2022 audit instrument, 2024 edition) in the same order: the 14 national sections, then the Manitoba Supplement, which carries 60 of the audit’s 400 points. Each has its own section.
The audit scores documents, interviews and observations. This manual answers each of the 86 documentation questions in writing, and Appendix A shows where. The 64 interview questions and 38 observations are passed by your people doing what the manual says, so the Supplement and element 13, Legislation, say plainly what the site must show and what workers must know.
No template can guarantee a certificate on its own, and we don’t claim to. What it gives you is a complete, audit-shaped program to put in place.
Written to Manitoba law as it stands
Every requirement is cited to The Workplace Safety and Health Act, the Workplace Safety and Health Regulation (M.R. 217/2006), The Workers Compensation Act or The Employment Standards Code, checked against the consolidations current in September 2026, including the 2025 amendments to the Act on dangerous work and serious incidents and the new asbestos rules.
Where the law sets no number, such as how long to keep a training record, the manual says so and gives you a highlighted default to set yourself. Changes to the Regulation are already scheduled for 2027; when each takes effect, we update the template and you get the new edition free.
Who it is for
Manitoba construction employers working toward COR or SECOR with CSAM. SECOR is for companies with fewer than 10 employees and uses the same audit with fewer questions, which Appendix A marks, so the same manual serves both. It is also the written workplace safety and health program the Act requires once 20 or more of your workers are regularly employed.
If you are certified through another safety association, such as the Manitoba Heavy Construction Association’s WorkSafely program, check the manual against that association’s own audit tool.

What format is the manual in?
An editable Microsoft Word (.docx) file on US Letter pages. It works best in desktop Word for Windows or Mac. It also opens in Google Docs and Word on the web, where you use Find and replace to put your company name in.
Will this manual get us COR?
It gives you the written program the COR audit reviews, laid out on the CSAM audit, with every documentation question answered and cross-referenced. Certification also depends on your records, worker interviews and what the auditor observes on site, so no template can promise a pass. If you want help putting it in place, or a gap analysis before your audit, our team does that too.
Does it work for SECOR?
Yes. SECOR uses the same 15 sections with fewer questions, and Appendix A marks the 60 documentation questions it scores, so you can see exactly what your audit will look at.
Do I need a written safety and health program in Manitoba?
The Workplace Safety and Health Act requires a written program where 20 or more of your workers are regularly employed, reviewed at least every 3 years. Every employer needs a harassment prevention policy, and COR and SECOR require a documented program whatever your size.
